Today I discovered a way to reset the cache for Windows Store. What it does, is that it resets the Windows Store without changing account settings or deleting installed apps.
Clear Microsoft Windows Store Cache with WSReset.exe
The process is a lot easy and simple. Run CMD as administrator, type WSReset.exe and hit Enter.
Alternatively, in the Start search, type wsreset.exe. On the result which appears, right-click and select Run as administrator.
A command prompt window will open after which the Windows Store will open and you’ll get a conformation message saying that:
The cache for the Store was cleared. You can now browse the Store for apps.
It will then take you back to Windows Store. Now try to install or update the apps or download fresh apps and see if it’s working as it should.

UPDATE: Windows 10 v1607 and later now allow you to Reset Windows Store apps in Windows 10 via Settings.

From the issue description, I understand that you are unable to download and install Apps from Windows Store.
Let me ask you few questions.
1) What is the exact/complete error message?
2) Have you installed any third party antivirus or security software?
3) Have you made any recent changes to the computer?
I suggest you to perform the following troubleshooting steps and check if the issue persists. The issue might be causing because of the third party security software or using proxy settings in Internet Explorer.

What to do if you have problems with an app:
Method 2: Disable the proxy server and check.
a) Open Internet Explorer
b) Click Tools and then click Internet Options.
c)Then click the Connections tab.
d) Then click the LAN Settings button.
e) Then Uncheck the option which reads” Use a proxy server for your LAN”
f)Click apply and then ok.
Method 3: Clear the cache from Windows store.
Each time you access a file through your web browser, the browser caches (i.e., stores) it. By doing this, the browser doesn't have to newly retrieve files (including any images) from the remote web site each time you click Back or Forward. You should periodically clear the cache to allow your browser to function more efficiently.

Please refer to the steps to perform SFC Scan:
a. Press “Windows Key + Q” to open Charms Bar.
b. Type “cmd” without quotes in the search box.
c. On the left pane, right click on the “cmd” option and select “Run as Administrator”.
d. Type ‘sfc /scannow’ without quotes and hit enter.
Note: It may ask for windows installation DVD to fix and to enable SFC to make more than minor repairs. Some files saved on your computer might get deleted when fixing corrupted files.
